Indiana Borough Police were dispatched to the report of an injured person in the 800 block of Water Street early this morning. When police arrived they discovered the person had been consuming alcohol and was under the age of 21, police identified the person as 19 year old Charlie Phillips of Greensburg, a citation has been filed charging him with underage drinking.
