APSCUF promises to be there


The Board of Governors of the State System of Higher Education holds its quarterly meeting today in Harrisburg.  Members of APSCUF, the faculty union, are also scheduled to be there to press for settlement of their contract.  The union has been working under the terms of a deal that expired on June 30th, 2011, and contract talks have been difficult, to say the least.


On the official agenda today are a number of projects at State System universities, but not IUP.  The board will consider changes to policies affecting tuition for out-of-state students, including a request for a change in the tuition formula for IUP’s international students. IUP wants to change the rate for undergraduate international students in established partnership agreements to 170 percent of the rate for in-state students.  For students taking part in a special partnership program with China, the rate would be 130 percent of the in-state rate, increasing by five percent per year until it reaches 150 percent.  For all other international students, the rate would remain 250 percent of the in-state rate.


The Board of Governors will consider a number of changes to employment practices and definitons for senior administrative staff at the System and at the university levels, and will also vote on ratification of the contract settlement with SCUPA, the State College and University Professional Association.
