HOUSE SPEAKER SAM SMITH TO REINTRODUCE BILL TO SHRINK STATE HOUSE

House Speaker Sam Smith will reintroduce a bill that died in the Senate last year to change the state Constitution and shrink the size of the 203-member house by 50 members. 

 

The measure passed in the House by a 140-49 vote after it was amended to shrink the Senate from 50 to 38 members.  Smith says the Senate amendment may be why the bill didn’t make it through that chamber.  Smith is now asking the House to pass the bill without the Senate amendment. 

 

He says downsizing the House will make that chamber operate more efficiently.  Accomplishing an amendment to the state constitution is a long process that takes two years.  The bill has to pass the House and Senate in two consecutive sessions and then be put to voters for approval.  Smith says he envisions the downsizing will take effect in the redistricting process that will happen after the next census in 2020.
