Stocks fall flat after interest rate announcement rally

Federal Reserve Chair Jerome Powell signaled on Friday that interest rates would be lowered at some point soon, rallying stock markets. On Monday, markets fell flat. CBS News MoneyWatch correspondent Kelly O’Grady breaks it down.
