A Westmoreland County woman diagnosed with dementia is recovering from a dramatic ordeal.
Eighty-three-year-old Clara Waters was reported missing from her Loyalhanna Township home on Wednesday. She was found Thursday morning on the bank of Loyalhanna Lake. First responders say Waters showed the effects of someone who had been outside all night near the lake but was conscious and alert — and that things could have turned out much worse.
