Pennsylvania Attorney General Dave Sunday has announced a lawsuit against a Westmoreland County-based home improvement contractor for failing to fulfill multiple contracts with consumers.
The lawsuit is charging A&S Contracting and Roofing of Hempfield and its owner Stephen Spallone with violations of the state’s Consumer Protection Law and Home Improvement Consumer Protection Act. The lawsuit accuses the company of abandoning multiple projects after obtaining over $56,000 in deposits from customers. It was also alleged that the company used non-compliant contracts with its customers. According to the lawsuit, six consumers from Indiana, Allegheny, Beaver and Butler counties filed complaints with the Bureau of Consumer Protection saying they paid A&S Contracting and Roofing for projects from roof replacement to construction of patios, and the company either failed to complete the projects or never started them at all.
The lawsuit seeks to permanently ban A&S Contracting and Roofing and Stephen Spallone from doing business as a home improvement contractor in the state, along with forcing them to pay restitution in the form of refunds, civil penalties and costs.
