The Public Utility Commission has released details of its proposal to impose tariffs on large-load energy users such as data centers which would connect to the PJM grid, with the intention that they bear the costs and not ordinary consumers. The plan covers six specific points:
- It defines large-load customers and aligns Pennsylvania’s approach with emerging practices of the other states which are part of the grid.
- It strengthens protections for existing electricity users.
- It encourages large-load customers to support programs for low-income customers.
- Encourages faster, more transparent interconnections.
- Incentivizes flexibility with rate options for customers willing to accept interruptible service during peak system demand.
- And it invites public feedback to refine the guidelines before a final order is issued.
PUC Chairman Steven DeFrank says the proposed rules “(welcome) investment and jobs while making sure existing customers aren’t stuck with the bill.”
