Reports say officers were at a business located at 380 Philadelphia St. in Indiana Borough shortly before 2 p.m. when they encountered a man who appeared to be impaired by drugs. The man, later identified as 36-year-old Lamar Clemons, was arrested for DUI after security footage at the business showed him pulling into the parking lot minutes before. He was taken to IRMC for medical evaluation and a blood test, which showed that he was impaired by a controlled substance.
Charges of DUI and Possession of Drug Paraphernalia were filed through District Judge Guy Haberl’s office.
